Goals / Objectives
To stimulate cooperative research and exchanges between the USA and Azores. ACIP, or rather the requirement to engage in cooperative initiatives with the Azores, Portugal, is mandated in the 1995 US-Portugal Agreement on Cooperation and Defense and further defined in the Final Minute to that agreement. ACIP was created and has been implemented through Department of Defense (DOD) financial resources and relationships with civilian federal agencies and other non-governmental institutions as part of the U. S Government¿s commitment to the agreement. DOD has requested and funded the U.S. Department of Agriculture¿s Agricultural Research Service (USDA/ARS) to serve as the lead civilian agency and facilitator for ACIP. The agreement calls for the strengthening of the economic and social development of the Azores; the identification of areas within which cooperative activities and programs can promote this development; and this cooperation shall be in various areas outlined in the Final Minute, such as agriculture, education, environment, tourism and cultural exchange, civil protection, and social security and health. This cooperative project directly meets these objectives since the forum can encourage the identification of new cooperative projects and stimulate tourism in the Azores.
Project Methods
The Regional Government of the Azores (RGA) and USDA will work together to establish the parameters of the first of what is anticipated to be an annual forum. In addition to the RGA and University, partners to develop this forum will include the Presidency of the Regional Government of the Azores, the Luso-American Foundation (FLAD), the US Embassy in Portugal, and other relevant Portuguese and U.S. stakeholders. Project implementation will involve: - Definition of overall preliminary budget - Definition of Forum¿s theme, agenda and speakers - Invitations and booking of speakers and others - Logistical aspects ¿ conference room, hotels, meals, transfers, etc - Development of web page, invitations, communication materials - Advertising and communication activities, inscription of participants - Event implementation (March 2008) - Dissemination of results (July/August 2008) The first forum is anticipated to be held by the end of calendar year 2008. To further strengthen Trans-Atlantic cooperation, in addition to hosting a regular Forum, the RGA and cooperators will support exchange visits between the USA and Azores. These visits will be identified by the RGA, based on discussion with and agreement by the ADODR, and will support exchange visits with an objective of developing new appropriate cooperative projects in support of the ACIP objectives, in the areas of agriculture, education, environment, tourism and cultural exchange, civil protection, and social security and health. The RGA may issue sub agreements to support activities in areas as mandated in the 1995 U.S. -Portugal Agreement on Cooperation and Defense (95 ACD) and further defined in the Final Minute (95 ACD-FM) to that agreement. The Franklin Delano Roosevelt Forum took place in May 2012 in the city of Horta, Faial Island. The event was dedicated to the sea, with the theme �The Sea in the Perspective of History, Policy, and Science�. The third edition of the Forum established a place of great relevance for the transatlantic dialog, in particular the bilateral dialog between Portugal and the U.S., this time dedicated to a subject of growing relevance for research and potential economic growth. The Forum brought to the Island of Faial a group of specialists from around the world to discuss policies, opportunities and resources related to sea. A family member of the Franklin Roosevelt, Frederic Delano Grant Jr, attended the event. The Forum had over 40 speakers, including Cynthia Koch (former director of the Franklin Delano Roosevelt Presidential Library), Maria Filomena Monica (researcher) Fernando Barriga (CREMINER, School of Science, University of Lisbon), Mariano Gago (former Minister of Science of Portugal), Mario Ruivo (President of the National Environment and Sustainable Development Council). This is the final report of this project.

(1) The Franklin Delano Roosevelt Forum. The Forum is a bi-annual event and as such, there was no event in 2011. The next Forum is expected to take place in May 2012. (2) Tourism: (a) Professional Internship Program in Azores for Young Azorean Emigrants and of Azorean Descent living in the U.S. The Colombo project brings second- and third-generation American students of Portuguese-Azorean descent home to the Azores to participate in internships with local businesses. The goal is for the students to share their skills, helping businesses throughout the Azores region, as they strengthen their ties to their heritage and improve their Portuguese language abilities. The duration of the internship varies between two and six months. Three interns were selected for the 2011 edition. (b) The School of Tourism and Hospitality Training (EFTH), based in Ponta Delgada, has developed programs with Walt Disney Resort, in Orlando, and the College of Culinary Arts, Johnson & Wales University (J&W), in Providence. In Sept 2010, the General Assembly of the EFTH granted the title of honorary member to the College of Culinary Arts, J&W University in recognition to its significant contribution to the gastronomy and tourism sector in the Azores.

This report serves to document activities conducted under a specific cooperative agreement between ARS and Regional Government of the Azores under the Azores Cooperative Initiatives Program (ACIP), as mandated in the 1995 U.S.-Portugal Agreement on Cooperation and Defense and further defined in the Final Minute (95 ACD-FM) to that agreement and funded by Department of Defense. Progress on this activity was followed through an exchange of communication via emails and telephone calls, and by reviewing the annual progress report. This agreement supports the development of three activities: 1) the organization of a biannual transatlantic forum; and 2) student exchange and tourism training between Azorean and U.S. institutions; and 3) activities that meet the goals of ACIP. 1) The second Franklin Delano Roosevelt Forum, so named as a tribute to the important role played by President Roosevelt in international politics, place on April 14-15, 2010 in Terceira. The forum focused on pressing issues not only in the current transatlantic agenda but also the historical development of Europe-USA and the geopolitical role of the Azores and Atlantic over the past century. In addition, the Forum addressed some of the major challenges facing the Atlantic Alliance and the role of the Pacific and South Atlantic emerging powers. The next Forum is set to take place in 2012 (proposed in Horta, Faial Island). 2) The 3rd edition of the student exchange program between the S�o Pedro School of Tourism, the East Carolina University, and Disney took place from Jan to July 2010. This project aims to contribute to the training of tourism students by enhancing their theoretical knowledge on the tourism and hospitality sector worldwide, and increase their personal capacities through hands-on training in an international atmosphere. The program consists of classroom activities and job training at Disney. Until 2009, students attended classes at the Rosen School of Hospitality and Management of the Central Florida University. In 2010 a new academic partnership was established with East Carolina University, as the academic level of the students of the Sao Pedro School of Tourism didn�t correspond to the Rosen Programme requirements. Three students took part in the training this year. It is expected that the number of students involved will increase from 3 in 2010 to 6 in 2011. A first round of interviews for potential candidates for the 2011 edition has already been made and others will follow. 3) Seven projects were identified in that support the ACIP focal areas of science, technology, education, and environment and agriculture. These activities started late in FY2010 and will be reported more at the end of 2011.
