The food industry needs access to information on state, federal and international food laws and regulations. The purpose of this project is to provide information and analysis of food laws and regulations to all segments of the food industry; to emphasize the importance of food laws; to monitor changes in food laws.

Goals / Objectives
To make information on state, federal and international food laws and regulations available to all segments of the food industry within the state, nationally and internationally. To emphasize the importance of food laws at all points of the food chain from field to fork. To provide information and analysis of food laws and regulations to personnel in all segments of the food industry. To monitor changes in food laws governing food safety, GMOs, food and nutritional labeling, health claims, organic, etc.
Project Methods
The objectives above will be done by distance-learning courses, workshops, seminars, and short courses. Specific distance-learning food law courses will be available for the following countries/regions: USA; European Union; Latin America; Canada; Asia; Middle East, a course on Codex Alimentarius, and an overview course on international food laws. Workshops will be given on food entrepreneurship with an emphasis on food laws and regulations. Groups will be taken overseas to learn food laws in other parts of the world, especially to Europe and to Asia.

The Institute for Food Laws and Regulations continues to develop a distance education program that offers food industry professionals the opportunity to advance their knowledge of national and international food laws and regulations over the Internet. Unique features incorporated into this certificate program include the ability to take interdisciplinary courses that are relevant to career and employer from any location and at any time. Courses draw from the sciences, law, policy, economics, sociology, and related disciplines and are taught by our international faculty, which is comprised of practicing food lawyers, food scientists, and academics that provide expertise in the history of legal systems governing international food trade and the socio-cultural, economic, and political influences on their development. Additionally, the courses examine enforcement and implementation of specific food laws and regulations by geographic region and how to access them, critical domestic and international food trade, including the steps being taken toward international harmonization, key international players, and possible outcomes. Specific regions covered include the United States, European Union, Latin American, Canada, Codex Alimentarius, OIE and IPPC. New courses in development will include the Middle East and Asia.

The Institute will offer the first course in this program in Fall of 2000.

Progress 01/01/98 to 12/31/98

Outputs
The following is a summary of activities since 1/01/98: 1) Day-long Food Entrepreneur Workshop attended by 23 people. Follow-up included advising people on additional technical and business issues arising from the workshop. 2) Collaborating with the Michigan Department of Agriculture in establishing a) workshops on food laws and regulation; b) needs-assessment survey of Michigan food processing companies. 3) Involved in planning an open day at Michigan State University held April 15, 1998 for companies and individuals interested in value-added food processing. 4) Presented a number of invited lectures to the food industry, including the 2nd Annual European Food Law Update Conference in Washington DC. 5) Worked successfully with an individual on getting license agreement with a Michigan food processor for his recipe.6) Worked on invitation from the World Health Organization to apply to be a WHO Collaborating Center in International Food Laws. 7) The Director of FII visited Japan, China and Korea as instructor in an academic course in International Food Laws (May 1998). Met with guest lecturers from U.S. food companies doing business in Asia - Kelloggs's, Heinz, Coca-Cola, McDonalds, Amway. 8) Numerous telephone contacts and assistance given to companies and individuals in Michigan. 9) Obtained nutritional analysis and attended many advisory meetings for a Michigan entrepreneur interested in expanding business opportunities. 10) FII played a major role in initial development of a distance learning Masters and certificate programs in International Food Laws.
