Goals / Objectives
The North Carolina Sustainable Communities Project will work in two communities in North Carolina to marshal the resources developed thought the CYFAR Initiative to create exemplar programs serving at-risk These projects located in Swain and Onslow counties are establishing Family Resource Centers to serve local parents and families including youth. With families serving as the primary unit of strength within the community these projects will: 1. mobilize community resource, 2. provide educational opportunities, 3. provide social and informational support, 4. provide a holistic approach to helping families receive the resources they need to be successful and 5. encourage and promote collaboration between resource providers in the community. The Onslow County Project is specifically targeted toward the growing Latino and Hispanic audiences.
Project Methods
Family Resource Centers will be established in two communities, Swain and Onslow County, to serve local parents and familes including youth. With families serving as the primary unit of strength within the community these projects will: 1. mobilize community resource, 2. provide educational opportunities, 3. provide social and informational support, 4. provide a holistic approach to helping families receive the resources they need to be successful and 5. encourage and promote collaboration between resource providers in the community. The Onslow County Project is specifically targeted toward Latino and Hispanic audiences.

Progress 05/01/08 to 04/30/10

Outputs
OUTPUTS: The NC CYFAR Project continued to develop new and sustain existing partnerships with community organizations. There are currently 35 community organizations supporting the programs and growth of the Family Resource Center efforts in Swain and Onslow Counties. State staff provided program planning assistance and evaluation support to the community sites in Swain and Onslow Counties. In Onslow County, 25 community organizations continue to support the NC CYFAR program. In Onslow, the Latino Liaison in Onslow County collected data from 72 youth participants and 116 parent participants to who has worked diligently to establish trust with the Latino audience. These same participants have now established a relationship with the Cooperative Extension service in Onslow County as well as the programs offered by the Onslow County Family Resource Center. Educational programs in English as a Second Language, Computer Skills (surfing the internet, word processing), and Family Nutrition were attended by Latino participants. A partnership with the local community college continues to provide at no cost the resources for the English as a Second Language classes to the Onslow County CYFAR SCP participant. Children were provided with school supplies and backpacks to assist with school-readiness. Summer day camps were offered and attended by 72 Latino children and camping scholarships were provided to 5 youth to attend 4-H Camp. CYFAR funding was lost and the Latino Liaison (para-professional) has been funded through local partnerships to continue this important work. In Swain County, 11 community organizations continued to support the NC CYFAR program. Data was collection form 63 youth participants and 21 parent participants attending classes in parenting and teen leadership. Computer skills and family nutrition were added as educational programs for both youth and adults. A yoga based fitness program was added to build relationships between the youth and their parents and/or guardians. The MANNA Food Bank has partnering with the Family Resource Center and the center serves as the food distribution site for Swain County. A cooperative arrangement EFNEP and the Swain County Cooperative Extension Center has created a funding source so that the local para-professional has continued service in Swain County. CYFAR funding was lost after the third year. PARTICIPANTS: Robin Roper served as State Project Director and provides coordination the overall project. Autumn Guin served as the NC CYFAR SCP Evaluation and provides evaluation support and training to county program staff, develops evaluations instruments, interprets and analyzes data collected. Robin Taylor Seitz, FCS Agent served as the Onslow County Site Coordinator. Ana Rosa Reyes served as the Onslow CYFAR Program Assistant and Latino Liaison. Greg Clemmons, the Onslow County 4-H Agent and Peggie Garner, the Onslow County Extension Director, provided program support as needed. Renee Cassidy, FCS Agent, served as the Swain Site Coordinator. Dee Decker was the Swain CYFAR Program Assistant. Nira Franklin, the Swain 4-H Agent and Jeff Seiler, the Swain County Extension Director provided program support as needed. TARGET AUDIENCES: Latino parents received classes in English as a Second Language, Computer Skills (surfing the internet, word processing), and Family Nutrition. Latino children received school supplies and through a day camp experience received socialization, information on healthy eating, nutrition, and physical activity. A small number of Latino youth attended 4-H Camp which providing them the first opportunity to spent time away from their nuclear family and to interact with youth from outside their usual peer group. Families in Swain County received instruction in parenting education, family nutrition and computer skills. Yoga was introduced as an adult youth bonding experience and families received food supplements through MANNA food bank. PROJECT MODIFICATIONS: Funding lost at the end of the third year of a five year cycle. This loss of funding was outside the model as established upon application and acceptance.

Impacts
Due to loss of funding after the third year of the expected five year cycle, final outcomes are incomplete. This loss of funding was unexpected and not in accordance with the original application. The two major outcomes/impacts are that alternative funding was identified and secured for the local para-professionals to continue their work for similar or related program areas.

Data collection began for the 63 youth participants and 72 parent participants as efforts by the Latino Liaison in Onslow County to establish trust with the Latino public are paying off with the expansion of participation in the services offered by the Onslow County Family Resource Center. Educational programs in English as a Second Language, Computer Skills, and Family Nutrition were attended by Latino participants. A partnership with the local community college provides the resources for the English as a Second Language classes to the Onslow County CYFAR SCP participants at no cost. Children were provided with school supplies and backpacks to assist with school-readiness. In Swain County, 11 community organizations continue to support the NC CYFAR program. Data collection began for 53 youth participants and 15 parent participants attending classes in parenting and teen leadership. Plans to expand educational programs in Swain County to include Computer Skills Training and Family Nutrition are underway. A cooperative arrangement between EFNEP and the Swain County Family Resource Center allows for the creation of additional services and trainings at the Swain County Family Resource Center. Computer labs are being developed and computer skills training for CYFAR SCP participants in Swain County are being planned. Additionally, the MANNA Food Bank is currently partnering with the Family Resource Center staff to use the center as a food distribution site for needy families. TARGET AUDIENCES: Target audiences in Onslow County are Latino families in the Richlands area. In Swain County, the target audience is families not served by programs offered by an existing Family Resource Center. In Onslow, English as a Second Language classes were provided to 16 Latino participants. Computer Skills Training served 11 Latino participants. Nutrition education programs served 7 Latino participants. Camperships and school supplies were provided to Latino children who would otherwise not have had these opportunities and resources. Additionally, transportation to Onslow SCP programs and use of resources in the growing SCP Resource Center continues to grow. For this reporting period, 133 Latino participants were served by the programs, resources, and activities offered through the Onslow County SCP. In Swain County, 21 youth participated in Lifeskills and Youth Leadership Training. Parenting Skills Education was provided to 11 adult parent participants. Partnerships with EFNEP and MANNA Food Bank provided services, education, and resources to families through the Swain County SCP Family Resource Center that those families would otherwise not have had access. For this reporting period, 53 youth and 15 adult participants were served by the programs, resources, and activities offered through the Swain County SCP. PROJECT MODIFICATIONS: Nothing significant to report during this reporting period.

Impacts
In Onslow County, partnerships between the NC CYFAR SCP initiative, community non-profit organizations, and county service agencies remain strong. Partnerships with organizations, like that with the local community college to provide ESL training at no-cost, are contributing resources and expertise to the programs offered through the Onslow County SCP. The Latino Liaison in Onslow County has gained the trust of the Latino community attracting growing numbers to participate in programs and events offered by the Onslow County SCP and partnering organizations. English Second Language Courses, Nutrition Education Programs, Computer Skills Training, Educational Day Camp, and various social activities were provided for 133 youth and adult Latino participants. Baseline data collection on these efforts was collected. In Swain County, partnerships with community non-profit organizations and county service organizations continue to foster growing interest and expanding services offered to the children and families in Swain County. Parent Education and Teen Leadership Training were provided to 68 youth and parents by the Swain County SCP. Partnerships with the EFNEP program and with MANNA Food Bank are increasing the number of families gaining interest in the programs and services offered through the Swain County SCP. The Swain County SCP has been strengthened by combining EFNEP and SCP funding to create a full-time position serving both audiences. The results in deeper reach and higher trust in this person and an opportunity for creative and integrated programming.

Outputs
OUTPUTS: Activities in the NC CYFAR Project have centered on creating partnerships with community organizations. The Onslow County Project is focused on the Latino Community. 37 partners are working with these projects to increase family access to resources to strengthening their families. A nutrition workshop focused on physical activity, planning, shopping and meal preparation was conducted for 26 Latino adults; 28 Latino children participated in a 3-week camp focused on academic and social skills; 45 Latino women participated in a comprehensive workshop about domestic violence, which included court services, handling domestic violence, definitions of domestic violence and availability of community services; three families were provided information on how to apply for medical services; translation services were provided to 1 Latino family to help them improve their 12 year old's behavior in school; partnership with the Onslow Hispanic Association provides Latino families with services regarding medical care options, immigration issues, and providing donated goods to families in need; El Dia de la Raza Educational and social Festival was held in conjunction with the Onslow County Hispanic Latino Association drawing 30 participants and 9 community partners; an educational booth at the Latino Empowerment Exposition provided information in financial, career, social, relationship, educational, legal, and parenting issues and reached 30; Swain County is set to being Relatives as Parents, which creates and expands services for grandparents and other relatives who have the responsibility of raising children. The Fit 2B Fathers Program will begin in 2008 with the goal to provide research-based parenting education to males involved in the corrections system; a family resource guide is being developed in cooperation with the Smoky Mountain Center and the School Health Advisory Council available in both print and electronic; Teens Reaching Youth, a youth leadership program for youth in grades 7 through 12 will supplement after school programs with computer classes and other enrichment programs; backpacks and school supplies were provided to 18 students in collaboration with Communities in Schools; partnered with the Drug Free Coalition and Today Not Tomorrow organizations to assist with Red Ribbon week and the county middle school; staff received training through the Eat Smart Move More Weigh Less program; provides coordination for a walking/running group that meets 2 days a week; staff attended training in the Born to Learn curriculum and began intensive weekly In-home Parent Education for parents of children ages 0 to 5, currently 4 families are being served; The Youth Forum and Community Development initiative is a way to involve community youth in civic engagement and community building. This and other activities are being planned that create cohesion between service groups, service providers, community agencies, civic organizations, and county government so that the activities planned through the Swain County SCP to promote community partnerships, youth engagement, and family preservation are sustainable. TARGET AUDIENCES: Target audience is in Onslow County are Latino families in the Richlands area. In Swain County the targeted audience is families not served by programs offered by the existing Family Resource Center. The following was offered in Onslow: The Nutrition Families Workshop was a 3 day EFNEP workshop held June 4 through 7 at the Learning Center in Onslow County. By providing transportation to the workshop and childcare, the Onslow County SCP was able to attract 26 participants who learned to prepare and shop for food, how to plan meals, how to save money buying healthy food, and how to increase activity; The 4-H Summer program was a three week day camp program held at the Multipurpose Complex in Onslow County. Thanks to services provided by the Onslow County SCP and funds provided for camp fees, 28 Latino children were able to participate in daily learning activities and learn social interaction skills; A four day workshop held once a week from July 17 to July 31 at the Onslow County Women's Center provided information to 45 participants about domestic violence. Information was provided on the court services offered by Onslow County, how to handle domestic violence situations, definitions of types of domestic violence, and support groups available for victims within the community; In partnership with the Onslow County Richlands Library, Onslow County SCP has set up a reading program. Bilingual books were donated to the Richlands Library, publicity for the Onslow County SCP has been published in the local newpaper, and the Onslow County SCP has been listed as a point of contact for Latino resources. So far, two families have contacted Onslow County SCP for services outside the reading program; An educational booth at the Latino Empowerment Exposition on September 22 provided information to the Latino community on financial, career, social, relationship, educational, legal, and parenting issues. Approximately 30 people were served by this initiative. The Swain County CYFAR Project assisted with a Health Homework Project at Swain Middle School.

Impacts
Onslow-Strong partnerships were developed with community non-profits and county service organizations that serve the Latino population. Relationships with the Latino community were formed attracting members of the Latino community to participate in events held by the Onslow County SCP and their partners.Information on nutrition, educational day camp activities, education on domestic violence, translation services, information on immigration, medical and legal service assistance, and social activities were provided for 185 Latino participants.Swain-Staff have been hired and is being trained on CYFAR principals and philosophy.Ten youth were recruited for participation in the TRY teams. Strong rapport and working relationships have been developed with county partners.In-home Parent Education serves 4 families through weekly visits and developmental activities. Clients participate in monthly support groups.Two families completed the 14 week Strengthening Families program of which Swain County SCP staff is facilitator of the adolescent component.A positive attitude change for one 16-year-old male was observed.
