Goals / Objectives
As with the previous project The Dimensions of Public Policy and Resource Systems, emphasis will be placed on the trade-off between the public and special interest (Rausser, Swinnen and Zusman).The specific objectives:Evaluate how public policy can promote sustainability and counter fragility. The principal objective is to design public polies, incorporating all four analytical dimensions, that maximize risk adjusted benefits less costs of investing in insuring against fragility of the natural resource base for food and agricultural productivity. Polices that promote technological innovation will be emphasized along with governmental interventions that counter the shocks emanating from water resource scarcity, land quality degradation, and climate change.
Project Methods
Analytical models will be developed with different focuses across geographic zones. One model will focus on California, a second model will focus on the United States, and a third model will take a global geographic perspective (Anderson, Rausser and Swinnen). In each instance the models will be constructed to allow the evaluation of natural recourses shocks and the potential role of public policy to insure and/or mitigate against such shocks.

Target Audience:Federal (USDA) and state (DFA) government policy makers (World Bank, WTO), selected NGOs (representing ethnic minorities) and Ph.D. degree students in a graduate level public-policy course at UC Berkeley as well as other land grant universities. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided?TEACHING: Environmental Economics and Policy 1 (undergraduate level course), introduction to microeconomics with emphasis on resource, agricultural, environmental, and public-policy analysis; Analytical Frameworks for Public Policy and Production and Risk Management (graduate course), detailed history and survey of the ways in which quantitative analysis can make possible meaningful analysis in the design and implementation of public policies - serves as prep for PhD graduate field exam; Agricultural Policy Workshop for the full academic year 2016-2017. MENTORING: Mentored seven graduate students (Sheila Barry, Leopold Biardeau, Tamma Carleton, Reid Johnsen, Scott Kaplan, Kimberlie Le, and Camilla Loechen Nore) in advising and research collaboration. One visiting Ph.D. student (LuciaPacca) conducted research on a major project involving environmental and agricultural policy, designing a theoretical model for determining the political-economic forces that drive environmental public policies as well as agriculture and food public policies. How have the results been disseminated to communities of interest?Research was disseminated through the various books, refereed journal articles and international presentations listed in this report. I am preparing an article on Public-Private Partnership and their role in facilitating financing for the National Academy of Sciences. What do you plan to do during the next reporting period to accomplish the goals?Continue research efforts. Completion of working papers and proposals of peer-reviewed publications related to the global food and agriculture sector, governmental regulations, natural resources, and public policy.

Impacts
What was accomplished under these goals? RESEARCH: Most projects involved one or more colleagues and graduate students. Technological Change and Adoption in California Food and Agriculture: This is a new area of research inquiry. It began with a paper on "Waves in Biotech Industry Mergers and Acquisitions," and has evolved to forthcoming articles on the emergence of disruptive technologies in California agriculture and still another article on the opportunities for adoption of such disruptive technologies in California food and agriculture. In terms of the objectives of this project, our focus is also on public policies that can in fact enhance the development of such technologies and their adoption. In addition, a new article is also being developed on the educational-industrial complex focusing on the state of California. This particular paper has been accepted for presentation at the International Consortium on Applied Bioeconomy Research in Washington DC in June 2018. Environmental Conservation and Supporting Public Policies: Given the U.S. Federal Government's withdrawal from the Paris Climate Accord, we began an investigation on the role of individual states in supporting environmental conservation. One paper has been presented at a major conference in Italy in June, 2017, and an article has been submitted and preliminarily accepted at the Journal of Environmental Economics and Management. Here the focus is on ideology, government structures, and lobbying efforts of polluting industries to alter what would otherwise be the investments in environmental conservation. Law and Economics: We have continued our research on anti-trust class proceedings publishing a new article on the risinglegal standards for class certification and the implications for economic analysis and the potential redesign of antitrust policy. This of course was the paper published in the Journal of Business and Economics. Food and Agricultural Policy: Following my publication on the distinction between the naturalization food and agricultural paradigm vs the industrial paradigm, we are preparing an economic analysis comparing the naturalist food paradigm and what the distinguishing attributes of this perspective are and whether it will achieve commercial competitiveness. Economics of Tourism: There has been a paper published on the economics of tourism that has been accepted for publication and subsequent work that continues to analyze the economic and psychological incentives of populations participating in tourism and their willingness to pay for environmental services. Energy Conservation and Household Environmental Incentives: A paper has been publish in Energy and Environment that focuses on the role of smart meters in reducing household electricity consumption and air quality degradation. Cartel Behavior and Econometric Modelling: We continue with our major work on copper markets and the formation of cartels over the course of a 150 year history of the world copper markets. My coauthor and I have made a number of presentations to our peers at major conferences across the globe. This paper is innovative and will demonstrate that structural models can be used to measure both price and output damages. Existing methodologies only have the capabilities of measuring price damages. New Approach to Political Economy of Public Policy: Much of the existing literature on the political economic lens on governmental policy fails to recognize the critical role of narratives. In our ongoing work, we have analyzed the critical role of polarization (both preference and platform), hyperbole and the battle for control of narrative that is conducted in any public policy discourse on the attempts of supporters and opposers to policy reforms. This work has been presented by a number of universities and conferences over the last two years and a major paper is being prepared for peer reviewed publication. EDITORSHIPS: Continued another five years as Editor of the Annual Review of Resource Economics, one of the top publications in the field. Associate Editor of the New Palgrave Dictionary of Economics; Editorial Board Member of the Journal of Biodiversity, Bioprospecting and Development; Editorial Council Member for Strategic Behavior and the Environment. SERVICE: Member of UC Berkeley ARE Department Merit Review Committee; Member of two UC Berkeley Ad Hoc Tenure Review Committees, Member of the International Scientific Council, LICOS Centre for Institutions and Economic Performance at University of Leurven, Belgium; Scientific Board Member of Verrazano Foundation; Associate Member of Nuffield College at Oxford University; Member of the Board of Trustees at Palo Alto University. EVENTS AND PRESENTATIONS: Presentations under the category of Environmental Conservation and Supporting Public Policies include the talk with Liz Claman on the "Changing Structures of U.S. Public Policy" which was presented in March 2017 at the alumni event for the College of Natural Resources in New York. Within the same category would be the paper on "Lobbying and Electoral Incentives: The Case of U.S. States," which was presented along with Lucia Pacca and Alassandro Olper at the Associazione Italiana di Economia Agraria e Applicata in Picacenze Italy, June 2017. Moving on to the category titled Technological Change in California Food and Agriculture, the first such presentation/event is the panel discussion on "Technological Developments and their Adoption in CA Food and Agriculture." This panel was held at UC Berkeley as a part of the Conference on Strategic Perspectives on Innovation in Agrifood Supply Chains in March 2017. This was immediately followed up by a plenary session on "Waves in Biotech Industry Mergers and Acquisitions" which was a part of the International Consortium on Applied Bioeconomy Research (ICABR) held at UC Berkeley in April 2017. Lastly under this category, is a forthcoming presentation on paper detailing, "The educational-industrial complex: the case of California" which is scheduled to be given in June 2018 in Washington D.C. at the ICABR. Presently under the category, Cartel Behavior and Econometric Modelling, I and my co-author will be presenting our work entitled, "Collusion in the World Copper Market: A Long-Run Perspective," at the following conferences: 33rd Annual Congress of the European Economic Association & 71st European Meeting of the Econometric Society, Cologne, Germany, April 2018; 16th Annual International Industrial Organization Conference (IIOC), Indianapolis, Indiana, April 2018; Annual Meeting of the Economic History Association, Montreal, Canada, September 7-9, 2018. The final category with presentations to report is for the New Approach to Political Economy of Public Policy. I co-authored a book on this topic with insights that reflect actual practical experience in addition to academic pursuits. Political Economy of Public Policy: The Chinese translation of my book, "Political Power and Economic Policy: Theory, Analysis and Empirical Applications," was approved for publication. Published articles assess reform of policies that distort not only output markets but as well various input markets, including pesticides, water and land. They also analyze the changing political economic landscape and how, over the critical period 2006-2012, US biofuel policies were a major source of agricultural commodity price volatility. Food and Agriculture Policy: Articles appear that have as their major focus evaluations and assessments of US and other countries' food and agricultural policies. An article surveying the publications at the forefront of the Naturalization Food and Agriculture Paradigm was also the basis for a major invited presentation at the UN Food Symposium. Game Theory and Strategic Conduct: Published articles focused on rational exaggeration and also unearth a fundamental error in the game theory literature concerning the Nash-bargaining model. Law and Economics: Peer-reviewed articles focuson antitrust class proceedings, issues of scientific reliability, maintained hypotheses, and patent infringment matters. Applied Econometrics: Two articles examining the philosophical foundation ofdeduction and induction, Koopman's measurement with theory philosophy, and another article on US ethanol expansion and corn prices incorporation the critical role of storage in the period following the 2007 augmented ethanol mandates. Renewable Energy: One forthcoming paper in edited volume focusing on structuring R&D development in renewable energy, and one published article examining the prospects for solar photovoltaics.
